While some reports suggest that Blackhawk is nothing more than a costumed criminal, the general tabloid consensus is that Blackhawk targets routine street crime, lurking in the shadows usually frequented by thieves, muggers and rapists in order to combat them before they have the opportunity to harm innocent civilians.
